This is Flip the Frog with Bimbo the Dog. They're anthropomorphic animal characters from The Golden Age of Animation who have human girlfriends with black, curly hair. Flip got Fifi, while Bimbo got Betty Boop. Those are :iconlaundrysoapman:'s two favorite Golden Age cartoon characters.
